Definition Environmental Impact Statement (EIS)

Environmental impact statements are prepared under the National Environmental Policy Act by Federal agencies as they evaluate the environmental consequences of proposed actions. EISs describe baseline environmental conditions; the purpose of, need for, and consequences of a proposed action; the no-action alternative; and the consequences of a reasonable range of alternative actions. A separate risk assessment could be prepared for each alternative, or a comparative risk assessment might be developed. However, risk assessment is not the only approach used in EISs.
